Sept. 18, 2025 — The Public Utility Advisory Board heard an update on proposed governance changes for IPL and a recommendation to create a citizen advisory council if the charter changes are adopted.
A staff member said the proposed IPL governance language is in legal review and that staff plan public forums before finalizing materials for a charter vote. “That is currently still — it’s in legal review right now,” Joe, a staff member, said. He added the city still plans for the governance measure to appear on the April election ballot, contingent on legal review and final drafting.
PUAB member Steve McCluckie urged the board to recommend the city council create a citizen advisory council for IPL under the new governance model. “I’m suggesting that we recommend to the city council that that happen,” McCluckie said, noting he circulated a draft modeled on Springfield language with some PUAB processes included.
Board members emphasized clear ballot language and citizen outreach. “I’m just gonna ask one question — that the wording of the language that goes on the ballot, somebody can understand it,” a board member said, urging plain‑language forums. Staff agreed to circulate the draft advisory‑council language to the board for review and to hold public input sessions before submission for the ballot.
No vote was taken; staff said they will continue legal review, host public forums and return to the board with finalized language and a timeline for the April ballot.
