Ukiah council adopts three-year successor labor agreements, adds Juneteenth holiday
The Ukiah City Council on Oct. 6 adopted a resolution approving successor memoranda of understanding with several employee bargaining units, including the International Brotherhood of Electrical Workers Local 1245 and the Ukiah Police Officers Association, covering Sept. 19, 2025, through Sept. 18, 2028, staff said.

Sherry Mannan, risk management director, told the council that all of the city's labor contracts had expired Sept. 18, 2025, and that the city negotiated with all seven bargaining units over the preceding six weeks. "Over the past month and a half, the city manager and I have been in negotiations with all 7 of those bargaining units. And tonight, we [are] bringing four of those agreements that have been ratified by its membership," Mannan said.

Mannan said the successor agreements are three-year contracts with salary-schedule step increases in the first year ranging between 2.5% and 5%. Years two and three contain benchmark provisions; if benchmarks are not met, the increases will revert to 2.5%. The agreements also add Juneteenth as a paid holiday for covered employees. "A lot of this language in the MOUs is primarily cleanup language to bring provisions into compliance with CalPERS and then also bring them into compliance with our practices and procedures," Mannan said.

There were no public comments on the item during the meeting. A council member moved and another seconded the resolution; the roll call vote recorded approval from all five members present (Council member Bridal: yes; Council member Chris: yes; Council member Orozco: yes; Vice Mayor Schur: aye; Mayor Crane: aye). After the vote the council adjourned to closed session.

The resolution authorizes the city manager to execute the agreements and to amend the budget accordingly, as noted in the meeting packet. Mannan said the first-year salary schedules were attached to the staff report and that the agreements contain language to ensure compliance with CalPERS and with the city's internal practices and procedures.
