The City of Lafayette approved utility service agreements with the developer of the Vita Lifestyle planned development, a roughly 26-acre project on the south side of State Road 38 near the new Park East Boulevard intersection.
Dave Griffey of the engineering department told the board the city will provide water supply and sanitary sewer service to the site, and that sanitary sewer is directly available via the Elliott interceptor. "But a water main, needs to be extended to the site along State Road 38 from Lighthouse Avenue," Griffey said. He said the city’s consultant, Westler Engineering, recommended a 12-inch main to benefit the wider distribution network. "The owner has agreed to install the oversized main. And inappropriate credit has been applied to the agreements," Griffey said.
Griffey said the project will be built in two phases and that staff recommended approval of the master agreement. The board voted to approve the master agreement by voice vote after a motion and second.
Later in the discussion staff presented Addendum 1 specific to Lot 1, roughly 22 acres of the development. Griffey said the necessary documents and payments had been provided and recommended approval of Addendum 1; the board approved it by voice vote.
Board members asked whether the larger 12-inch main would benefit other developers and whether it would close the distribution loop to allow water supply from two directions. Griffey answered that the larger main would serve a broader area, help future extensions down State Road 38, and "close the loop" when extensions are completed. He noted that routing from Lighthouse Avenue avoids going under Elliott Ditch, which makes construction easier.
The agreements were presented as master and lot-specific addendum contracts; the developer will construct the oversized 12-inch main and receive credits per the agreements.
