This follows the completion of phases 1 and 2, which included a total of 345 units across seven buildings. The entire development, encompassing 14.78 acres, is designed to ultimately include 14 buildings with a total of 659 units, remaining compliant with the original approval.
A notable aspect of the proposal is a request for an exception to reduce the required setback for Building 11 from 25 feet to 23.5 feet along the west property line adjacent to Elkvale Road. This adjustment is necessary due to the building's orientation, which is slightly tilted. Despite this reduction, there will still be an adequate buffer of approximately 80 feet from the paved driving lanes of Elkvale Road, and both the Department of Transportation and Rapid City Engineering have expressed no concerns regarding this request.
The new buildings will feature a mix of unit sizes, including 59-unit, 32-unit, and 27-unit configurations, with garage parking available in each building. The development will also maintain compliance with landscaping and open space requirements, providing ample amenities for residents, including a clubhouse with a fitness room, community center, theater room, and pool.
During the meeting, commissioners sought clarification on access routes for the new phases. It was confirmed that there will be a preserved connection from Jim Street to Jaffa Garden Way, ensuring multiple access points for the development.
The staff recommended approval of the final plan development for phases 3 and 4, subject to the stipulations outlined in the staff report. The commission's discussions highlighted the project's alignment with city planning goals and the importance of maintaining accessibility and community standards. The meeting concluded with a consensus on the proposed development, paving the way for further progress on the Creekside Heights Apartments.
