California's Employment Training Panel (ETP) is poised to significantly boost apprenticeship training across the state, with a proposed funding allocation of approximately $25.3 million during its recent panel meeting on September 26, 2025. This funding is part of Governor Gavin Newsom's ambitious goal to support 500,000 apprentices by 2029, a target that underscores the critical role of apprenticeships in California's workforce development strategy.

During the meeting, ETP Director Grimes highlighted the importance of partnerships in workforce development, noting that since July 2025, the panel has successfully closed 64 contracts, resulting in over $16.7 million awarded and 13,607 trainees completing their training. The meeting featured 93 proposals for review, with 83% coming from repeat contractors, indicating a strong demand for apprenticeship programs.

The Social Entrepreneurs for Economic Development (SEED) Fund, which has awarded over $17 million since its inception, continues to progress, with an interagency agreement expected to be finalized next month. This fund specifically supports immigrants and limited English proficient entrepreneurs, aiming to strengthen workforce training in high-growth sectors.

In addition to funding discussions, the meeting included presentations on the impact of apprenticeship programs and efforts to advance equity and access for women in skilled trades. Juanita Davis from Tradeswomen Incorporated shared insights on initiatives aimed at increasing female participation in the trades, including a hands-on training program for residents of subsidized housing in Marin County.

ETP's commitment to enhancing training opportunities is further reflected in its technological advancements, such as the automation of training opportunity reports and improvements in the application process for potential trainees. These changes aim to streamline operations and make training more accessible to those in need.
