In a significant move for employee benefits, the Custer County Board of County Commissioners (BOCC) voted to transition from the Colorado Trust for Self-Insurance (CTSI) to Captive Resources for their health insurance coverage during their meeting on September 24, 2025. This decision, effective January 1, 2026, aims to provide county employees with improved insurance options at potentially lower costs.
The board discussed the implications of terminating their current health pool with CTSI, which includes medical, dental, vision, and life insurance. The commissioners unanimously agreed to end their relationship with CTSI, citing concerns over the lack of communication from their current provider, American Fidelity, and the promise of better coverage through Captive Resources.
Commissioner Lucas emphasized that the transition would not affect the county's liability coverage, which will remain intact. The new plan is expected to offer broader coverage options and more competitive rates, ensuring that employees still have access to additional benefits.
In addition to the health insurance changes, the board also approved the termination of ancillary insurances with American Fidelity, effective the same date. They subsequently accepted quotes for life, accident, critical illness, and disability insurance from Equitable, as well as dental coverage from Delta Dental.
This comprehensive overhaul of employee benefits reflects the county's commitment to enhancing the welfare of its workforce while managing costs effectively. The BOCC's decisions are poised to positively impact county employees by providing them with better choices and coverage options in the coming year.
