The San Mateo City Council convened on September 15, 2025, to discuss the Consolidated Annual Progress and Evaluation Report (CAPER) for the Community Development Block Grant (CDBG) program. Housing Specialist Jennifer Moore presented the report, highlighting the city’s accomplishments in utilizing CDBG funds to support low and moderate-income residents.
Moore detailed that the city received $753,571 in CDBG funding for the fiscal year 2024-2025, which was allocated to various local organizations. These partnerships enabled the city to serve over 17,500 individuals through public services, including food distribution and case management, with Samaritan House being a key provider. Additionally, the report noted grants for minor home repairs, economic development, and fair housing services, showcasing a comprehensive approach to community support.
The CAPER also emphasized the city’s progress toward its five-year goals outlined in the 2023-2027 consolidated plan. Notable achievements included the completion of Kiku Crossing, a 225-unit affordable housing development, and the ongoing emergency rental assistance program projected to aid 37 households by mid-2026.
The council unanimously approved the adoption of the CAPER for submission to the U.S. Department of Housing and Urban Development, with no public comments received during the review period. Council members expressed confidence in the city’s funding stability despite uncertainties at the federal and state levels, with ongoing monitoring of funding sources.
In addition to the CAPER discussion, council members shared updates on community events, including the upcoming Dia de los Muertos celebration and Coastal Cleanup Day, reinforcing the city’s commitment to community engagement and environmental stewardship. The meeting concluded with plans to recognize two local students who recently completed a cross-country walk for charity, further highlighting San Mateo's community spirit.
