A key highlight was the unanimous approval of Ordinance 25-09-02, which amends city code to align with recent Missouri state statutes regarding home-based businesses. City Planner Joshua Garrett explained that the ordinance introduces two categories for these businesses: "no impact" home-based businesses, which can operate by right without special permits, and other home-based businesses that will require a special use permit. This change aims to simplify the process for residents looking to start businesses from their homes while ensuring that neighborhood character is preserved. Notably, farm stands will now be permitted by right in certain residential zones, streamlining their operation.
Garrett assured council members that existing home-based businesses would be grandfathered in, allowing them to continue operating without interruption. This amendment not only modernizes local regulations but also enhances community engagement by allowing neighbors to voice their opinions during public hearings on new business applications.
In addition to the home-based business ordinance, the council also approved Ordinance 25-09-03, which revises the application resubmittal process for zoning or land use approvals. This ordinance establishes a six-month waiting period for applicants whose requests have been denied, although exceptions can be made if significant changes occur.
Lastly, the council approved a preliminary and final plat for a replat of Block 4 of The Springs Plaza, facilitating the sale of two buildings on Jesse James Road by ensuring proper access and easements.
