The process for utilizing the fund begins with landowners submitting applications to the Department of Housing and Land Management. Following an initial review, proposals are evaluated by the advisory commission, which then recommends funding to the Honolulu City Council. Tashner emphasized the importance of thorough due diligence during the negotiation and closing phases, which can take years to ensure the conservation values of the land are preserved indefinitely.
The advisory commission consists of seven volunteer members with diverse backgrounds in conservation, science, and policy, appointed by the mayor and city council. Tashner also showcased a map indicating the parcels acquired through the fund, noting that many support active agricultural practices.
