During the bidding process, OptumRx declined to participate due to not meeting the minimum participant requirement of 2,500. The remaining three vendors submitted proposals, but the differences in administrative fees were minimal. Notably, Express Scripts offered a full pass-through on rebates and manufacturer assistance, which was also available from AmWins and Pharmacy Benefit Dimensions. In contrast, SilverScript's proposal included higher per-script fees and sought to retain some administrative fees.
A significant change in Louisiana law has eliminated spread pricing, ensuring that the program will now operate on a more transparent pricing model. This means that the costs will be based on actual purchase prices, providing guarantees rather than variable pricing. After a thorough review of the bids, the committee found that the differences were minor and, with some concessions from Express Scripts, they felt confident in recommending this vendor to the board.
The decision aims to minimize disruption for members of the AGWIP program while ensuring they continue to receive valuable benefits. The committee's recommendation will be presented to the board for approval, marking a crucial step in maintaining quality healthcare support for retirees in the community.
