Lake Oswego's City Council is taking significant steps to promote fair housing through a proposed amendment to the comprehensive plan. During a recent Planning Commission meeting, city officials outlined plans to formally adopt a policy aimed at affirmatively furthering fair housing, marking a pivotal move in the city’s housing strategy.
The proposed amendment, which is set to be discussed further on September 22, aims to add a fifth policy to the existing housing chapter of the comprehensive plan. This new policy emphasizes fostering inclusive communities and enhancing housing choices for various populations, particularly those protected under state and federal fair housing regulations. The initiative is part of a broader Housing Production Strategy (HPS) that aims to address housing disparities and improve access to community amenities.
City officials highlighted the importance of this policy as a guiding lens for future decision-making related to housing. While immediate impacts on housing production are not expected, the amendment is seen as a crucial step in demonstrating the city’s commitment to fair housing goals. The city plans to conduct its own analysis of impediments to fair housing as part of the next Housing Needs Analysis (HNA) cycle, further solidifying its dedication to this cause.
The education component of the strategy is already underway, with presentations from the Fair Housing Council of Oregon having been made to both the Planning Commission and City Council earlier this year. Ongoing educational efforts are anticipated to continue through 2028, ensuring that the community remains informed about fair housing issues.
The amendment is scheduled for a public hearing on November 4, with final adoption expected by November 18. This proactive approach by Lake Oswego’s City Council underscores the city’s commitment to creating a more equitable housing landscape for all residents.
