Phase 1 was essentially us digging the hole in the ground… Phase 2 is what’s coming up next, which is what the 3 and a half million you saw is to get through the phase 2, which is actually outfitting it, putting, like, a building and equipment on the site.” That $3.5 million figure appears in the proposed capital plan for 2026.

Council members pressed for detail on how fund transfers and reduced dedicated sales-tax allocations will affect water and wastewater funds. Council Member Kondo asked whether the shift of a half-percent sales tax from the water fund to the general fund would require future interfund transfers; Loveland said current forecasts show the funds covered by user charges and the reduced tax allocation but that staff will continue to monitor forecasts. Melissa Ryan (Ward 3) thanked council and staff for a prompt enforcement response to parking complaints on her street and said the action restored driveway access for residents. She also raised concerns about a recently installed ornamental fence along E.B. Raines near the skate park, saying the new fence does not stop pedestrian access through gate openings, allows litter to accumulate at the alley line and feels no more effective than the prior chain-link fence. “With as expensive as it is, it honestly it’s not any better than the chain link fence you guys had,” Ryan said, and asked staff to collect broader resident input before investing in similar fencing in the future.

Jordan Stransky, a resident at 2089 E. 114th Ave., said he was fined nearly $900 after contesting a “cat at large” citation for two feral kittens his family fed and had sterilized. Stransky said a municipal court judge and prosecutor concluded a cat’s adoptability made it a community cat rather than a feral animal, a determination he disputes because the animal is not domesticated. He described being frightened by a late-night officer visit to issue the tickets and said he plans to appeal and requested the city review its handling and enforcement of community-cat cases.

Separately, City Manager Heather Geyer told council she had received recent resident outreach about homelessness encampments near the northbound and southbound I-25 ramps around 120th Avenue and said staff were working to address those encampments.
