The proposed ordinance seeks to permanently expand the boundaries of the social district to include businesses on Church Street and Mill 1, which have been excluded under the current regulations. This change is intended to address enforcement challenges and allow more local businesses to participate in community events, thereby boosting economic activity and foot traffic in the downtown area.
The social district, established under North Carolina law in 2021, allows municipalities to regulate the consumption of open containers of alcohol in designated areas. The expansion aims to create a more inclusive environment for events, particularly as many businesses on Main Street have faced limitations in participating in activities at nearby Liberty Park due to existing boundary restrictions.
In addition to the permanent expansion, the board also considered a temporary ordinance to extend the social district for the upcoming Bands, Brews, and Barbecue Festival on September 13, 2025, from 4 PM to 9 PM. This temporary measure would permit alcohol consumption in Liberty Park during the event, with enforcement supported by local law enforcement and clear signage.
The discussions highlighted the importance of adapting local regulations to better serve the community's needs and enhance the overall experience for residents and visitors alike.
