City Council Reviews $241M COGO Program for Streets and Drainage Projects

Rowlett City Council has outlined significant infrastructure improvements during its Strategy & Planning Session on July 12, 2025, focusing on parks, streets, and drainage projects that aim to enhance community safety and accessibility.

One of the key highlights from the meeting was the discussion surrounding the planned improvements at Tuzo Lake, also known as Lakeside Park. The council is set to initiate design work in fiscal year 2027, with construction expected to begin in fiscal year 2028. Enhancements will include an upgraded parking lot and additional lakefront amenities, addressing long-standing concerns about the park's condition.

In addition to park improvements, the council reviewed various street projects funded by Certificates of Obligation (COGO) bonds. Notably, the Merritt Road interconnector project is facing a funding gap of approximately $6.4 million due to inflation in material and labor costs. The council is considering utilizing street maintenance funds to cover this shortfall. Other projects, such as the reconstruction of Chesa Road and the East Industrial Street project, are also in various stages of design and completion, with timelines set for fiscal year 2026.

The council emphasized the importance of addressing alley conditions, with a proposed allocation of $3.5 million from the alley reconstruction program to tackle urgent repairs. This decision reflects the council's commitment to improving the quality of life for residents frustrated by deteriorating alley conditions.

On the drainage front, the council is planning to update the storm drainage master plan, which will guide future capital improvement projects. The current five-year program includes about $10.5 million for drainage projects, with a focus on proactive measures to prevent flooding.

The meeting also touched on water and sewer projects, with a total of over $68 million programmed for the next five years. Key projects include the Rowlett Road pump station, which is expected to go out to bid soon, and various upgrades to the wastewater collection system.
