Roseville Planning Commission Proposes Tolling Amendment for Housing Project Approvals

A proposed amendment to the Roseville Municipal Code aimed at streamlining housing development projects took center stage at the Planning Commission meeting on August 28, 2025. Senior Planner Lauren Hawker presented the amendment, explaining that tolling allows for a temporary halt on the statute of limitations for project approvals if a lawsuit is filed. This change is designed to protect applicants from the risk of their entitlements expiring while they are unable to proceed with their projects due to legal challenges. "It gives time for due process to be completed," Hawker stated, emphasizing the importance of this measure in preventing an endless cycle of reapplying for entitlements.

The commission discussed the implications of the amendment, with members expressing support for the proposal. One commissioner noted that applicants could continue processing their plans even while lawsuits are pending, allowing them to be ready to move forward once legal issues are resolved. This was illustrated by the example of Lifetime Fitness, which successfully opened its facility shortly after settling a lawsuit.

The commission is set to recommend the approval of the ordinance amendments to the city council, with a 10-day appeal period following the meeting. Public outreach efforts included a notice published in the Sacramento Bee and on the Arcona website, ensuring community awareness of the proposed changes.
