Melson Muneses introduces Bethenia Homecare at Glen Burnie Board Hearing

A significant step towards expanding assisted living options in Carroll County was taken during the Board of Zoning Appeals meeting on August 26, 2025. The board approved a conditional use request for a new 16-bed assisted living facility, proposed by Melson Muneses and his sister Machiko Waminal, owners of Bethenia Homecare.

Muneses articulated a vision for the facility that emphasizes a home-like environment for elderly residents, contrasting sharply with traditional institutional settings. "I want them to live life towards the end of their life rather than being put in an institution," he stated, highlighting the compassionate care ethos rooted in their Filipino heritage.

The new structure will mirror the existing facility's residential feel, featuring private rooms and communal spaces designed to foster an active lifestyle among residents. The architectural plans include a porch and patio, allowing residents to enjoy outdoor activities, further enhancing the home-like atmosphere.

The board's decision also included a variance for the access driveway width, reducing it from the standard 18 feet to 15 feet. This decision was supported by testimony from engineering expert Pete Podolak, who confirmed that the existing driveway has functioned effectively without issues, accommodating emergency vehicles and ensuring safety.

The facility, which currently operates with 16 beds, will maintain its staffing levels, with plans for additional employees to support the new structure. The board noted that the expansion aligns with community needs and the county's master plan, with no significant opposition from neighbors.

As the project moves forward, the owners will still need to navigate the site development plan process, including health department approvals for well and septic capacity. The anticipated outcome is a facility that not only meets the growing demand for assisted living but also enriches the community by providing a nurturing environment for its elderly residents.
