City Planning Commission endorses Derby Club rezoning for gambling use on Coffeen Avenue

The Sheridan Planning Commission meeting on August 25, 2025, focused on a significant zoning request from WWC Engineering on behalf of the Larry Hoover Family Trust. The application seeks to rezone a 1.78-acre property located at 11 40 Coffee Avenue from B-1 Business District to M-1 Industrial. This change is intended to allow the Derby Club to continue its pari-mutuel wagering operations, which are currently not permitted under the existing B-1 zoning.

The property, which includes the Derby Club and Little Goose Liquors, is situated near Little Goose Creek. The staff highlighted that the B-1 zoning does not accommodate gambling uses, prompting the need for this rezoning before the upcoming liquor license renewal in October 2026. The surrounding area includes various zoning classifications, with M-1 zoning to the east and south, and B-1 and R-3 zoning to the north and west.

The M-1 Industrial Zoning District permits a wide range of uses, with some exceptions requiring special exemptions. The future land use map indicates that the area is suitable for commercial use, aligning with the proposed rezoning. Other pari-mutuel wagering facilities in Sheridan are already zoned appropriately, making this application consistent with local zoning practices.

During the meeting, staff reported that notices were sent to 18 neighboring property owners, and a sign was posted on the property. Only one inquiry was received regarding the zoning change, which was addressed without further concerns.

The Planning Commission unanimously recommended approval of the rezoning request to the City Council, with a public hearing scheduled for the following Tuesday. This decision is seen as a crucial step in allowing the Derby Club to maintain its operations in compliance with local regulations.
