The Clay County Planning Commission convened on June 3, 2025, under the leadership of Chairman Pete Davis, to address several agenda items, including public hearings and requests for continuances. The meeting began with the Pledge of Allegiance, followed by announcements regarding the postponement of the Pine Tree Lane zoning application, which will now be discussed at the July meeting.
The commission welcomed several staff members, including Planning Director Beth Carson and Zoning Chief Ginny Bridal, and introduced new staff member Bernadette. The commission emphasized the importance of public participation, encouraging attendees to fill out comment cards for any agenda items they wished to discuss.
The first action item was the approval of the minutes from the May 6 meeting, which passed unanimously. Following this, the commission opened the floor for public comments on items not included in the agenda, but no comments were made.
The commission then addressed the first public hearing item, a request for a continuance regarding a comprehensive plan amendment and zoning application (Comp Plan 25-0009 and Zoning 25-0010). The applicant, Colin Grama from Black Creek Engineering, requested additional time to incorporate feedback from the Citizen Advisory Committee (CAC) and make substantial changes to the project. Public comments were heard from local residents expressing concerns about traffic and noise related to the proposed development of 98 townhomes near railroad tracks. After deliberation, the commission voted to continue the item to the August meeting.
Next, the commission discussed another comprehensive plan amendment (Comp 25-0004), which also required a continuance due to incomplete information from the applicant. This item was similarly continued to the July 1 meeting.
The final agenda item involved a staff-initiated amendment to the land development code regarding waste control, prompted by recommendations from the Florida Department of Environmental Protection. The proposed changes aim to enhance stormwater management practices. The commission expressed support for the amendment, which will be presented to the Board of County Commissioners on June 24.
The meeting concluded with a reminder for the public to stay informed about future agenda items and the importance of their participation in the planning process. The next Planning Commission meeting is scheduled for July 1, 2025.
