The awards recognized Detective Fisher for a child sexual abuse material investigation, Detective John Stanglin for a fentanyl-related homicide investigation, and Detective Vance for a homicide investigation that resulted in a long prison sentence.

Detective Fisher led an investigation that began in October 2023 after she received 31 cyber tips forwarded by the National Center for Missing and Exploited Children. Fisher coordinated with an Oklahoma City Police Department detective, then executed a search warrant in Pryor on Nov. 27, 2023. Officers found the suspect actively downloading child sexual abuse material. Several electronic devices were seized and forensically examined. The investigation yielded “hundreds of CSAM images and videos,” and on June 25, 2025, the defendant pleaded guilty to aggravated possession of child sexual abuse material and was sentenced to 23 years in the Oklahoma Department of Corrections, a presenter said.

City officials noted that state law defines aggravated possession of child sexual abuse material as possession of 100 or more images and/or videos; the presenter said this suspect possessed “enough content that he could have been charged several times over.” The presenter described the investigation as lengthy and requiring detailed forensic review of seized material.

Detective John Stanglin was recognized for a June 9, 2021, death investigation. Stanglin processed the scene, obtained a warrant for a phone and used information from the device to identify a supplier who sold fentanyl to the decedent. Stanglin worked with the Oklahoma Bureau of Narcotics; the supplier, identified as Donyell Brigance of Tulsa, was arrested and ultimately pled guilty in January 2024 to amended manslaughter charges and received a 15-year sentence. The presenter said Stanglin also developed additional leads that led to charges against another dealer, who later pled guilty and received a seven-year sentence.

Detective Vance was honored for a 2022 assault investigation at a local apartment complex in which the victim later died. Vance located video evidence, helped coordinate multi-agency efforts to find the suspect, and worked with the U.S. Marshals Fugitive Recovery Task Force to take the suspect into custody. The presenter said the suspect ultimately pled and received a 30-year sentence.

Mayor and council members commended the detectives and the department’s investigative supervisors, saying the awards recognized “behind-the-scenes” work that led to accountability for victims and families.

The council paused afterwards to present plaques and invited family members to join the honorees at the podium.
