Winter Haven Utility Services Expands Workforce by Adding Fiscal Manager and Service Staff

During a recent Special Commission Workshop in Winter Haven, city officials unveiled a significant proposal aimed at enhancing the utility services department. The plan includes the addition of 136 new positions, with a strong emphasis on financial management and customer service improvements.

A key highlight of the proposal is the introduction of a fiscal manager role, designed to navigate the complexities of funding for large projects and compliance with federal and state guidelines. This position is deemed essential as the city embarks on various infrastructure projects, including the management of new subdivisions that require extensive utility oversight.

To support this growing infrastructure, the proposal also calls for two additional utility service workers. These roles will focus on essential tasks such as valve flushing and maintenance of the city's lift stations, which are critical for effective utility operations.

In a bid to enhance customer service, the city plans to adjust its hours of operation to better align with peak demand times. This change, effective September 1, aims to improve service delivery for residents. Additionally, the proposal includes hiring a part-time electrician to assist with the maintenance of electrical panels at lift stations, further ensuring reliable utility services.

With 43,833 meters currently in operation—66.1% of which are within city limits—the demand for utility services continues to rise as new homes are constructed. City officials stressed the importance of expanding the workforce to meet this growing need, ensuring that the utility department can effectively manage the increasing number of accounts and service points.

As Winter Haven prepares to implement these changes, the focus remains on maintaining high-quality utility services while adapting to the city's expanding infrastructure and customer base.
