Rivercard LLC seeks approval for drive through facility at First Street Northwest plaza

The area in question covers approximately 0.06 acres within a planned unit development zoning district.

The proposed facility aims to occupy a 2,400 square foot space on the western end of the shopping plaza, intended for a tea and coffee shop. The drive-through is planned for the western facade of the building, with anticipated operating hours from 7 AM to midnight, seven days a week. The petitioner estimates that around 20 vehicles per day will utilize the drive-through service.

This request follows a previous approval granted in 2023 for a similar drive-through facility at the same location. However, that approval expired as the business never opened within the required one-year timeframe. City staff recommended approval of the new request, emphasizing the need for the drive-through facility within the community.

During the public hearing segment, Laurie Graham, representing Rivercard LLC, was present to address any questions from the commissioners. After confirming there were no further inquiries, the public hearing was closed, and the commission moved towards a decision on the matter.
