The agent of change concept — a principle adopted in places such as Australia and parts of the U.K. — was described by Beverly Whitrick of the U.K. Music Venue Trust as a planning approach that makes the party introducing a sensitive use (for example, new housing) responsible for mitigating conflicts with an existing venue. Whitrick said several U.K. jurisdictions have embedded the principle in planning policy or legislation to reduce post‑occupation complaints.

Public testimony echoed the sector presentations. Philip Graham of Ear Trumpet Labs described a small Portland manufacturer employing five craftspeople and warned that a decline in local venues and rehearsal space “will die” and would take with it a cluster of world‑class builders, from amps to drum makers. Mont Chris Hubbard of Musicians Union Local 99 urged consideration of a prevailing wage for musicians. Andre Middleton, founder of the all‑ages nonprofit Friends of Noise, highlighted workforce development and youth access while describing efforts to open an all‑ages venue and music workforce center in North Portland.

Committee members broadly praised the proposals but several urged the presenters to break the package into smaller, prioritized steps and to identify funding sources. Councilor Smith asked the presenters to separate items requiring ordinance changes from those that could be handled administratively and to recommend offsetting budget adjustments where new spending is requested.
