Shaker Heights officials revealed staggering costs for the reconstruction of the Lower Lake Dam during a recent city council meeting, with estimates reaching up to $55 million. The breakdown includes approximately $44 million for the dam's reconstruction alone, which does not account for the significant sediment removal needed in Lower Lake. An additional $11 to $12 million would be required to address the 140,000 cubic yards of sediment in the lake, highlighting the extensive financial commitment necessary for a holistic restoration.

The discussion also touched on the potential for dam removal and stream restoration, which could cost around $45 million. This figure includes $37 million for dam removal and an additional $6 to $7 million for necessary culvert work at Coventry and Fairhill Crossings to ensure proper water conveyance and prevent downstream impacts.

Crucially, the regional stormwater management program, which previously supported the dam's reconstruction, has now deemed it ineffective for flood control. As a result, the program will not fund the dam's reconstruction or sediment dredging, leaving the city to seek alternative funding sources for the projected $55 million.

Despite these challenges, officials emphasized the district's commitment to removing the Lower Lake Dam due to public safety concerns and the potential for improved water quality in the Doan Brook.
