Evergreen Park funding and fundraising claims: A resident identified as Laura raised concern that park renovation work shown in the draft budget lists funding from donations, the city budget and bonds, while public messaging from the local \"We Are Evergreen Conservancy\" had told residents it would raise 100% of the funds privately. Laura said some residents feel the arrangement resembles a \"bait and switch\" and asked the council to clarify the funding plan.

Police vehicle replacement and insurance recovery: A resident pointed out that claims handled through the Texas Municipal League (TML) recover actual cash value (ACV) less salvage for totaled police vehicles and said that recovery often does not cover the full cost of mission-specific equipment installed on department vehicles. The commenter urged the city to consider alternatives because replacement vehicles and specialized equipment can be costly and have long back orders.

Recreation, pool and facility fees: Written comments and speakers also questioned membership pricing for Swimming Pointe and the rec center, the impact of higher nonresident fees for senior programs and guest fees for nonresidents. One written commenter calculated that a family would have to visit Swimming Pointe about 20 times in a summer to equal the membership price.

Trash, recycling and city appearance: A written commenter asked the city to enforce rules on trash and recycling placement after observing containers left at the curb continuously, saying it hurts neighborhood appearance.

Process and next steps

City Manager Sharon Sedina told the council there would be no formal staff presentation that evening because the budget had been presented in full at a July meeting; staff and department directors were available to answer questions during the workshop that followed the hearing. Mayor Pappas closed the oral-comment portion of the hearing at 6:30 p.m. and reconvened the council for a scheduled budget workshop. Council members and staff encouraged residents to submit additional written comments before the Sept. 15 final deliberation.
