McKinney Reviews Downtown Redevelopment Plans for City Owned Properties

The McKinney Historic Preservation Advisory Board convened on August 7, 2025, to discuss significant updates regarding the redevelopment of city-owned properties in the historic downtown area. Michael Quint, the Executive Director of Development Services, presented a detailed overview of the properties under consideration, focusing on four tracts of land totaling approximately 4.75 acres in the northern section of downtown McKinney.

Quint began by outlining the current status of the properties, emphasizing that they are all located within the Tax Increment Reinvestment Zone (TIRZ) and governed by the same form-based zoning code. He highlighted the old Development Services building, which is currently vacant and valued at around $1 million. The site, measuring about 40,000 square feet, was previously considered for redevelopment that included plans for a hotel with 139 rooms and meeting space.

Next, Quint discussed the old City Hall facility, also vacant and similarly valued at $1 million. The town center master plan suggests that lofts over retail would be suitable for this site, although earlier proposals leaned towards a mixed-use building featuring office, retail, and restaurant spaces.

The presentation continued with details on the third and fourth properties, which were previously combined in redevelopment proposals. The larger property is valued at approximately $2.6 million and has been envisioned for multifamily units, retail, and possibly a parking garage. The last proposal for this site included plans for 239 multifamily units in a step-down building design.

Quint concluded by reiterating the importance of these properties in the context of the town center master plan, which anticipates a mix of residential, retail, and parking solutions to enhance the historic downtown area. The board's discussions underscored the ongoing efforts to revitalize McKinney's downtown while preserving its historical character. Further steps and follow-up actions regarding these redevelopment plans are expected in future meetings.
