Casey Hunsaker, the city treasurer, told the council FEMA asked cities to adopt the plan after the county’s own approval date. Brown said staff has “accrued all known revenues and expenditures” but still expects some audit adjustments, including allocations for accrued leave and capital asset entries. He estimated accrued leave adjustments could add as much as $1,920,000 to expenditures and said water, sewer and storm funds currently appear over budget because certain costs will be capitalized rather than expensed.

Council member Pulver noted the required Truth in Taxation filing shows a maximum possible property-tax increase of about 15.6% but that the council does not have to adopt that amount. Several council members, including Dalpaz and John (city manager/attorney), said staff analysis indicates the proposed sales-tax increase in the draft budget could be reduced from 6% to roughly 2% and still produce a balanced budget when combined with identified one-time savings and the expected sales-tax allocation.

Council members emphasized two priorities: continuing an annual $300,000 transfer to the capital improvement fund (CIP) to fund identified projects, and not relying on rainy-day fund balances to cover recurring expenses. John explained the mechanics: surplus from the prior year first increases fund balance; to move those savings into CIP staff must record an appropriation from fund balance into the CIP line — an accounting treatment that can look like use of the rainy-day fund even though it is savings from the prior year.

Councilors asked staff to bring proposals to the Aug. 19 Truth in Taxation hearing and to the Aug. 26 budget adoption meeting that would show options, including a lower sales-tax increase. Council direction also included preparing a simple, two-page executive summary for the public explaining why an increase is proposed and which projects would be funded with any tax changes, and listing capital projects the $300,000 would support. John and staff said they will return with revised numbers as audit adjustments arrive and when final sales-tax allocations post in mid-August.

Public-comment speakers at the meeting expressed concern about turnout for municipal elections and asked questions about parks maintenance, Cherry Days finances and recent city-sponsored performances; councilors and staff answered or promised follow-up where final figures were not yet available.
