Staff and the project team described site constraints and agency coordination. Roseanne Humphrey, Habitat Management Plan coordinator for the city, said the mitigation site was selected to be adjacent to existing habitat, outside utility easements and away from nearby development. The amendment also relies on a temporary access agreement with an adjacent private property owner that allows SoCalGas to stabilize about 0.4 acre on private property; staff said the access agreement covers stabilization work and is expected to be 2–3 years in duration.
