Teton County Officials Address E-Bike Classifications and Safety Concerns

The Teton County Town Council held a joint information meeting on August 4, 2025, where discussions centered on the classification and regulation of electric bicycles (e-bikes) in the area. A significant focus was placed on the distinctions between the three types of e-bikes: Type 1, Type 2, and Type 3.

Type 1 e-bikes are defined as pedal-assist models that provide assistance up to 20 miles per hour, after which the motor cuts out. Type 2 e-bikes offer throttle assistance, also capped at 20 miles per hour, while Type 3 e-bikes are pedal-assist only, allowing speeds up to 28 miles per hour. All types must have operable pedals and a maximum power output of 750 watts to be classified as low-speed electric bicycles, which are legally recognized as bicycles rather than motorized vehicles.

Concerns were raised about the prevalence of modified Type 2 e-bikes that can exceed the 20 miles per hour limit, often due to users overriding the software restrictions. These modifications render the bikes illegal for use on pathways in Teton County and the town of Jackson. Officials noted that many of these modified bikes pose safety risks on shared pathways.

In response to these issues, local bike shops have been engaged in outreach efforts to discourage modifications. One shop owner emphasized the importance of not altering e-bikes to exceed legal limits, while discussions also highlighted the need for parental education regarding the capabilities of their children's e-bikes.

Additionally, the meeting touched on a funding request of $47,000, with questions raised about whether this amount included a previously mentioned $25,000. The council is expected to clarify this request in future discussions.
