Roswell City Council Advances Hotel Development Financing Program Under CPACE Act

Roswell City Council has taken a significant step towards boosting local economic development by introducing the Roswell Development Finance Program, aimed specifically at facilitating new hotel projects. During the regular meeting on July 28, 2025, the council discussed the program, which leverages state legislation to provide financial support for hotel development in a challenging financing environment.

The program is designed to utilize the Commercial Property Assessed, Conservation Energy, and Resiliency Act (CPACE), allowing property owners to finance energy-efficient improvements and other enhancements. With a minimum project value of $20 million and a loan minimum of $4 million, the initiative focuses on new hotel developments, potentially including ancillary retail or office spaces.

Key benefits of the program include lower interest rates due to the special tax assessment structure, longer amortization periods of up to 30 years, and the ability for loans to be transferred to new property owners. The city will administer the program through the Roswell Development Authority, ensuring that it aligns with the city’s broader economic development strategy adopted in July 2024.

The council is moving forward with the program's implementation, having already completed committee discussions. The next steps include a first reading of the ordinance and guidelines, with plans to present an intergovernmental agreement to the RDA on August 19. A second reading is scheduled for August 25, after which the program can officially launch.

This initiative not only aims to enhance the local economy but also positions Roswell as a forward-thinking city in the competitive hotel market. As the program unfolds, it is expected to attract new investments and create job opportunities, further solidifying Roswell's commitment to economic growth and sustainability.
