Loudoun County's Planning Commission is moving forward with plans for the Valley Commerce Center, a project aimed at addressing the growing demand for commercial space in the region. During a public hearing on July 29, 2025, developers presented their vision for the site, which has historically been designated for industrial use.
The proposed development includes a mix of flex warehouse and light manufacturing spaces, with a focus on maintaining a pastoral aesthetic. Developers emphasized that the buildings will be limited to around 30 feet in height, contrasting with the maximum allowable height of 60 feet in the district. This design approach aims to integrate the project into the surrounding community, particularly for residents of nearby neighborhoods like Mayfair and Wright Farm.
Commissioners raised concerns about the financial contributions from the developers, particularly regarding traffic signal installations. The estimated cost for a traffic signal at Hatcher Avenue and Hillsborough Road is approximately $500,000, while the developers proposed a contribution of around $30,000 for one signal and $91,000 for another. This discrepancy has sparked discussions about the adequacy of the proposed funding.
Additionally, the meeting highlighted the lack of recent community engagement regarding the rezoning application, with no community meetings held since last July. This has raised questions about the project's alignment with community needs and expectations.
The Valley Commerce Center is positioned within the Joint Land Management Area (JLMA) of the county, reinforcing the historical planning for industrial development in the area. The project aims to diversify the local tax base while mitigating potential impacts from residential developments.
As the Planning Commission continues to evaluate the proposal, the next steps will involve further discussions on the project's design, community impact, and financial contributions, ensuring that the development aligns with the needs of Loudoun County residents.
