Schuylkill Valley Board Discusses Substitute Teacher Shortage and Raises Proposal

The Schuylkill Valley School District Board convened on July 28, 2025, to discuss critical staffing issues, particularly the ongoing shortage of substitute teachers. However, many districts were hesitant to disclose their rates, fearing competitive disadvantages. This lack of transparency complicates efforts to establish a fair and competitive pay structure for substitutes at Schuylkill Valley.

The district currently employs its own substitutes rather than utilizing an external subagency, which some board members noted could limit their pool of available substitutes. The board discussed the advantages of hiring in-house, including the ability to attract recent graduates and retired teachers who wish to remain involved in education. The district actively advertises for substitutes through various platforms, including social media, to maintain a steady influx of candidates.

Looking ahead, the board plans to revisit the substitute pay discussion at their August committee meeting, seeking guidance on how to proceed before the school year begins. This proactive approach aims to ensure that Schuylkill Valley can effectively fill substitute positions and maintain a high standard of education.

In addition to staffing discussions, the board appointed Dr. Patrick Winters as the new assistant superintendent, effective from July 1, 2025, to June 30, 2030, with a starting salary of $165,000. This appointment reflects the district's commitment to strong leadership as it navigates challenges in staffing and educational quality.
