Tyler City Council has taken a significant step towards economic growth by approving an amendment to designate Highland Dairy Foods Company as an enterprise zone. This decision, made during the council meeting on May 14, 2025, aims to enhance economic development and tourism in the region.

Highland Dairy, an award-winning processor and distributor of dairy products, has been a staple in the industry since its founding in 1938. With approximately 4,000 employees and 19 processing plants across several states, including Texas, the company is poised for expansion. The approved amendment clarifies that at least 35% of the new jobs created will be filled by residents from economically disadvantaged areas, including veterans.

The expansion project is expected to generate an impressive $98 million in new investments and create 30 new jobs, with an average salary of $66,000 per year. The facility will also see an increase in production capacity, adding over 90,000 square feet of storage and production space, which will support the addition of new production lines.

In addition to the Highland Dairy discussion, the council also addressed the TxDOT State Loop 124 utility relocation engineering services agreement. This project will improve the existing two-lane roadway, which currently lacks pedestrian access, and is strategically located near the new Chapel Hill ISD Junior High School.
