Key among the conditions is the requirement for an annual engineering report from a licensed engineer, certifying the structural integrity of the culvert driveway crossings over the Still River. This report must be submitted by August 1 each year, with the first report already reviewed and accepted as part of the application process. The commission emphasized the importance of maintaining the culverts to accommodate heavy truck traffic safely.
Additionally, the commission mandated the removal of a tailings pile from the 75-foot wetland setback by December 31, 2025, while allowing another tailings pile near a dug pond to remain due to its beneficial role in erosion control. The applicant is also required to enhance soil and erosion control measures near wetlands and watercourses and ensure that all equipment storage areas are clearly indicated in the final plans.
Other discussions during the meeting included the proposal for a handicapped accessible apartment at 11 Main Street, which will undergo a public hearing on August 20, 2025, and site upgrades at 507 East Main Street, which include new sidewalks and exterior enhancements.
