A new drive-thru coffee shop is set to rise in the College Park area of Upland, as the Planning Commission reviewed plans for the project during their recent meeting. The proposed site, currently a vacant outparcel, is designed to blend seamlessly with the surrounding residential and commercial landscape.

The project, which is exempt from the California Environmental Quality Act (CEQA) under section 15303, will feature a Spanish architectural style, complete with stucco finishes, archways, and a tile roof. The coffee shop will encompass 1,000 square feet, including a dining area of 823 square feet, a kitchen, and staff facilities.

Parking has been a key consideration, with the plan providing 32 spaces—well above the required 24. The design incorporates a unique reservoir parking system that allows for queuing within the drive-thru to count towards parking requirements, ensuring smooth traffic flow.

A traffic study conducted by RK Engineering Group confirmed that the new establishment will not significantly impact local traffic, aligning with the city’s goals for sustainable development. The Planning Commission is expected to adopt a resolution with conditions of approval for the project, paving the way for construction to begin soon. This development marks a significant step in enhancing the local dining scene while maintaining compatibility with existing structures.
