Missouri City is set to revamp its economic development incentive programs following a recent city council meeting on July 21, 2025. The council discussed proposed changes aimed at enhancing local business support and streamlining application processes for potential developers.

City Attorney E. Joyce Yammu presented a brief overview of the recommendations initially shared during the June 16 meeting. Key proposals include the introduction of a matrix system for evaluating applications and the consolidation of the restaurant and patio incentive programs. Additionally, the new guidelines will limit public subsidies to developments within a five-year timeframe.

Council members raised important questions regarding the implications of these changes. Council Member Clauser inquired about the status of applications currently in the queue, to which Yammu confirmed that applicants would need to reapply under the new criteria. Staff will reach out to inform them of the updated program.

Concerns were also voiced about the proposed restriction that disallows prior city incentives at the same site or by the same owner within the last five years. Council Member Raboni argued that this could hinder new businesses from occupying vacant spaces in strip centers, particularly in light of the ongoing challenges in attracting restaurants to certain areas. She urged the council to reconsider this criterion to avoid discouraging potential tenants.

The council acknowledged the need for a balanced approach that encourages business development while safeguarding public funds. Yammu assured members that their feedback would be taken into account as the program is finalized.
