Yolo County is making significant strides in its housing redevelopment efforts, particularly through the Yolando Donnelly project. During a recent government meeting, Ian Evans, executive director of Yolo County Housing, provided an update on the ongoing repositioning of public housing in the area, highlighting key developments and future plans.

The Yolando Donnelly redevelopment initiative is part of a broader strategy initiated over 15 years ago, when housing authorities were encouraged to transition from homeownership to public-private partnerships for public housing redevelopment. In 2017, Yolo County Housing received approval to begin this process, which has since evolved into a comprehensive planning effort.

A pivotal moment came in 2021 and 2022 when the City of Woodland secured grant funding from the Sacramento Area Council of Governments (SACOG) to develop the Armfield Lehman Neighborhood Framework Plan. This plan laid the groundwork for potential developments on public housing sites in Woodland. In March 2025, Yolo County Housing procured development partners to assist in the redevelopment of the Yolando and Donnelly units.

A major highlight of the project is the recent award of a $500,000 Choice Neighborhood Planning Grant, one of only 13 awarded nationwide. This funding will facilitate extensive community engagement and planning efforts, ensuring that the voices of current residents are heard. A resident survey launched in March has already achieved an impressive 80% completion rate, providing valuable insights into the needs and demographics of the community.

Looking ahead, Yolo County Housing plans to host a series of engagement meetings in August to further discuss community needs and gather feedback. These meetings will involve various stakeholders, including educational institutions and workforce training providers, to address gaps in services and resources.

The redevelopment plan emphasizes a mixed-income housing model, aiming to replace public housing units while also increasing the overall housing stock. The goal is to create a community where residents have access to diverse housing options, thereby promoting economic integration and reducing poverty concentration.

Additionally, the project includes an early action initiative, which will utilize a portion of the grant to implement visible improvements in the neighborhood, such as public art and community gathering spaces. This is intended to signal to residents that positive changes are underway.

Yolo County Housing is also pursuing funding for the Tupelo project, which aims to develop new housing units and improve infrastructure in the area. A competitive application for $28 million in state funding has been submitted, with results expected later this year.
