City of Richland reviews special use permit for drive-through coffee shop on Lee Boulevard

Richland city officials are considering a special use permit for a new drive-through coffee business at 1312 Lee Boulevard. During the recent government meeting, Planning Manager Mike Stevens presented the proposal submitted by Shane O'Neil of Clover Planning and Zoning on behalf of property owner Greg Markel.

The proposed café will occupy approximately 600 square feet in the commercial business district, a location that previously housed an Albertsons grocery store. The drive-through facility is designed to meet the requirements outlined in the Richland municipal code, which mandates a special use permit for such establishments.

Stevens detailed the site plan, noting that the café will be situated at the southern boundary of the property, with access from Gothels Drive. The design includes a queuing lane for customers, ensuring smooth traffic flow. The property will share a parking lot with an adjacent undeveloped area, facilitating easy access for patrons.

As part of the approval process, conditions have been recommended to ensure compliance with local regulations. The planning team has confirmed that no new comments have been received since the issuance of the staff report, indicating a straightforward path forward for the proposal.

This development is expected to enhance local business offerings and provide residents with convenient access to coffee services. The city will continue to evaluate the application, with further discussions anticipated in upcoming meetings.
