Kerr County approves VSS Medical bids for animal holding facilities amid flooding disaster

The Kerr County Commissioners Court convened on July 14, 2025, to address several pressing issues, including bids for animal holding facilities and disaster response measures related to recent flooding.

The meeting began with a review of bids submitted by VSS Medical from Wilmington, Delaware, for various animal holding and quarantine cages. The total bid included $257,008.40 for dog holding cages, $71,369.70 for dog quarantine cages, $15,078.08 for cat holding cages, and $10,926 for cat quarantine cages. The court unanimously voted to receive these bids, with plans to forward them to a committee for further evaluation.

Next, the court discussed the use of county properties at 550 and 600 Earl Garrett as central locations to assist citizens affected by flooding. Commissioner Jones highlighted the urgent need for storage and services, noting that many local facilities were already at capacity. The court approved a motion to utilize these buildings for temporary office and storage space, emphasizing the need for climate control in the facilities.

The meeting also included an update on the Hill Country Energy Subregional Planning Commission (HCESRPC). Mr. Pacis reported that a scheduled board meeting had been canceled due to scheduling conflicts, but he encouraged public engagement and promised to keep the community informed about future meetings.

Additionally, the court considered a request from Gillespie County to join the HCESRPC. After discussion, the court unanimously approved the request, recognizing the benefits of collaboration on energy issues, particularly concerning battery energy storage systems.

Lastly, the court addressed the calculation of the voter approval rate for Kerr County Lateral Roads and the Lake Indram Estates Road District. Mr. Reeves explained that due to the recent disaster declaration, the county could calculate its voter approval tax rate at a higher threshold of 8% instead of the usual 3.5%. This adjustment aims to accommodate unforeseen costs arising from the disaster, although the final tax rate will be determined during the budget process.

The meeting concluded with a focus on the importance of community support and resource management in the wake of recent challenges, with the court committed to addressing the needs of Kerr County residents effectively.
