Council Committee approves hybrid meeting option and updates procedural guidelines

In a significant move towards inclusivity, Tacoma's Operational Strategy and Administrative Committee (OSAC) has decided to implement a hybrid meeting model, allowing both in-person and virtual participation for council members and the public. This decision, made during the July 11, 2025 meeting, aims to align OSAC with other standing committees, ensuring that all voices can be heard regardless of circumstances that may prevent physical attendance.

Council members emphasized the importance of flexibility, noting that travel and unforeseen events can hinder participation. One member stated, "If council members can participate virtually, then the public should be able to as well," highlighting the need for equitable access to meetings. The committee agreed that while in-person meetings are preferred for collaboration, a virtual option is essential for maintaining engagement.

In addition to the hybrid model, OSAC will operate under a modified version of Roberts Rules of Order, focusing on consensus while still allowing for formal recommendations through motions. The committee plans to provide updates during city council study sessions, fostering more in-depth discussions rather than mere report-outs during regular meetings.

Transparency remains a priority, with OSAC meetings subject to the Open Public Meetings Act (OPMA), ensuring that agendas, minutes, and recordings are accessible to the public. The committee will also conduct mid-year and end-of-year reviews of its work plan, allowing for adjustments as needed.
