UDC reviews Arthur Ashe Boulevard bridge reconstruction over CSX rail corridor

The Richmond City Urban Design Committee convened on July 10, 2025, to discuss a significant conceptual review concerning the reconstruction of the bridge over CSX on Arthur Ashe Boulevard. This bridge serves as a vital connection between the Diamond District and Scott's Addition, accommodating approximately 26,000 vehicles daily and forming part of the national highway system.

The existing bridge is currently deemed structurally deficient, necessitating emergency supports due to substructure issues. The proposed design aims to replace the current four-span structure with a two-span bridge, raising the roadway by approximately seven feet to meet updated clearance requirements. The new design will maintain two travel lanes in each direction while enhancing pedestrian and bicycle accommodations.

Key features of the proposed bridge include a shared-use path on the west side and a wide sidewalk on the east side, along with integrated benches and planters. The design also incorporates canopied overlooks, custom precast concrete planters, and a central gateway structure intended to create a landmark presence along the corridor. The aesthetic of the bridge is designed to reflect the industrial history of the area while improving visual cohesion and pedestrian safety.

The committee highlighted the importance of addressing concerns regarding visual monotony and the need for a more refined landmark gateway. Staff recommendations for conceptual approval include the submission of a detailed planting and maintenance plan, compliance with dark sky principles for lighting, and the inclusion of public art where feasible.

The committee is open to further discussions and refinements before final approval, emphasizing the bridge's potential to enhance multimodal connectivity and contribute to the vision of a "great street" as outlined in the city's master plans.
