Blackwell neighborhood plans sustainable library plaza with stormwater features and children's play area

The Richmond City Urban Design Committee (UDC) convened on July 10, 2025, to discuss a significant project aimed at enhancing the Hall Street Branch Library in the Blackwell neighborhood. The initiative aims to meet Virginia Department of Environmental Quality standards by utilizing pervious artificial turf and pavers to infiltrate stormwater from the library's roof, sidewalks, and parking areas. Key features of the proposed park include shaded seating areas, play spaces for young children, and educational opportunities focused on native plants and stormwater management. However, library leadership raised concerns about security and loitering, which will limit the addition of free outdoor seating.
