City partners with Caritas to expand shelter capacity and housing support

Richmond City officials are taking significant steps to enhance housing stability and support services for residents facing homelessness. During the Education and Human Services Meeting on July 10, 2025, city leaders discussed the successful partnerships with organizations like the DMV and Caritas, which are crucial in providing essential services to those in need.

One of the standout achievements highlighted was the collaboration with the DMV, which has helped over 100 individuals obtain their driver's licenses. This initiative is vital as having a license can significantly improve access to housing and employment opportunities for those experiencing instability.

City officials emphasized the importance of measuring the effectiveness of these partnerships. They are committed to establishing metrics that will allow them to assess whether these collaborations are yielding tangible benefits for the community. Feedback from partner organizations will be sought to ensure that services are effectively meeting the needs of residents.

The meeting also focused on the Caritas arrangement, which plays a critical role in the city's approach to homelessness. Caritas provides year-round shelter beds and has successfully transitioned individuals into permanent housing. Last year, 24 individuals moved into permanent housing through Caritas, and this year, the city aims to increase that number by an additional 50. Furthermore, the city plans to expand its capacity for emergency shelter during extreme weather conditions, adding up to 60 additional beds for those in need.
