Hawaii committee debates helmet mandates for skateboard and moped users

Hawaii's government is considering new safety measures for skateboard and moped users, following a joint public hearing held on March 13, 2025. The proposed legislation aims to enhance safety by mandating helmet use for skateboarders under 16 and for all moped drivers, regardless of age.

The Department of Transportation expressed support for both measures, emphasizing the importance of helmet use in reducing injuries. Various organizations, including AAA Hawaii and the Keiki Injury Prevention Coalition, also voiced their backing for the skateboard helmet requirement, highlighting its potential to protect younger riders.

However, the moped helmet law faced significant opposition. Manabo Sato, co-founder of Moped Doctors Inc., argued that the blanket requirement for all ages may be excessive. He pointed out that mopeds have historically low fatality rates, averaging just one to two deaths per year, and suggested that a more targeted approach might be more effective. Sato advocated for educational programs to encourage helmet use rather than imposing strict regulations on all riders.

The discussion revealed a divide between safety advocates and moped industry representatives, with concerns raised about the practicality and necessity of the proposed helmet law. Critics argue that many moped riders, particularly private owners, do not currently wear helmets and may resist compliance with new regulations.
