Harrisonburg Commission reviews Link project for South Downtown redevelopment

The Harrisonburg Planning Commission meeting on July 9, 2025, focused on the presentation of the Link project, a significant redevelopment initiative aimed at enhancing the downtown area. City staff provided a comprehensive overview of the project, which has undergone extensive review over the past year.

The Link project seeks to rezone the property from R-3 to B-1C, aligning with the city's comprehensive plan and the 2040 Downtown Plan's objectives. This rezoning is viewed as a logical extension of the existing Central Business District, specifically targeting parcels adjacent to South Main and South Liberty Streets. Notably, the proposal does not require amendments to the comprehensive plan or special use permits, simplifying the approval process.

The project is backed by the Lindsay family, who have been planning for redevelopment for over 15 years. The current funeral home on the site is on a short-term lease, and the family is aware of the redevelopment efforts. Timberwolf, the developer, has experience with similar projects, having completed developments in Williamsburg and Syracuse.

A key goal of the 2040 Downtown Plan is to increase residential density within walking distance of the city center to foster a neighborhood atmosphere and support local businesses. The South Downtown area, including the Lindsay property, has been identified as a prime location for such reinvestment. The plan emphasizes the need for mixed-use and residential development, particularly near City Hall.

The Link project is poised to be the first major new construction in downtown Harrisonburg in over a decade, representing a significant economic investment. The architectural and engineering teams have refined the project design to comply with existing B-1 district regulations, aiming to meet the community's needs for housing and parking.

As the project moves forward, it reflects the city's commitment to revitalizing downtown and enhancing its appeal as a vibrant residential and commercial hub.
