City Council approves projects for Elam and Shepherd road improvements

Balch Springs is set to enhance its infrastructure and community safety with several key projects approved during the Economic Development Corporation (EDC) Type B Board meeting on July 9, 2025. Among the most significant developments is the installation of new traffic signals and a right turn lane at the intersection of Elam and Shepherd, aimed at improving traffic flow and safety in the area. The design for these improvements has been completed, and a local contractor has been awarded the project, with work expected to commence shortly.

Additionally, the board approved financing for the expansion of Shepherd Lane from Elam to the recreation center, with formal approval anticipated in September. This project is part of a broader initiative to enhance the city’s infrastructure, which also includes a $1.6 million grant secured for the redesign of the Elam Road corridor. The city will match this grant with $400,000 from the approved Capital Improvement Plan (CIP) financing, bringing the total funding for this project to $2 million. This funding will support engineering studies and plans aimed at improving safety and pedestrian access in the downtown area.

The meeting also highlighted the upcoming grand opening of a new Starbucks, scheduled for July 21, which is expected to boost local business and community engagement. Board members emphasized the importance of community participation in upcoming events, including a budget meeting set for August.
