Planning Commission approves Hampshire Pike townhome development and traffic management plans

A significant development proposal took center stage at the City of Columbia Council meeting on July 9, 2025, as officials discussed the introduction of 143 new townhomes in the Hampshire Pike mixed-use project. The proposal, presented by Josh Rowland of Kimley Horn, aims to enhance the area while adhering to the city’s zoning standards.

The development plan includes a fully constructed Spine Road connecting Williamsport to Hampshire Park, which will facilitate access to the new townhomes. The plan meets all civic space requirements, ensuring a mix of commercial and residential spaces. The highlighted areas on the development plan indicate designated commercial properties, while the proposed townhouses are marked in yellow.

Council members raised concerns about traffic implications, particularly regarding the connection to Cherry Springs and potential increases in cut-through traffic during peak school hours. Staff confirmed that a traffic study had been updated to reflect the new units, and improvements to Hampshire Pike, including a traffic signal, would be implemented once traffic thresholds are met.

Additionally, discussions touched on the need for sidewalks to enhance walkability in the area. While the ordinance requires pedestrian connections, the specifics of sidewalk placement will be addressed in future site plan submissions for the commercial properties.

The council expressed a commitment to ensuring that the development aligns with community needs, particularly regarding traffic management and pedestrian safety. As the project moves forward, the city will continue to monitor its impact on the surrounding neighborhoods and infrastructure.
