City Council approves rezoning for Jerry Bain to facilitate solar array development

The Carbondale City Council made significant strides in renewable energy development during its recent meeting on July 8, 2025, by approving the rezoning of a property owned by Jerry Bain to facilitate the construction of a solar array. The council voted unanimously to change the zoning designation of the parcel at the terminus of Bain Drive from Planned Unit Development (PUD) back to General Agriculture (AG), a necessary step for the proposed solar project.

The property, originally zoned AG in 1974, had been designated as PUD in 1985. However, over the past two decades, no site plans for development had been approved, prompting the need for the current rezoning. The property owner plans to lease the land to Arena Knight 2 Solar LLC, which aims to develop a 3-megawatt solar array. This project aligns with the city’s goals of promoting sustainable energy solutions.

During the planning commission's public hearing on June 11, 2025, there was no public opposition or support for the rezoning, and the commission recommended approval. The council's decision to rezone the property is a crucial step toward granting a special use permit for the solar array, which is not permitted under the current PUD zoning.

In addition to the rezoning, the council also discussed the special use permit for Arena Knight 2 Solar LLC. The planning commission had previously voted in favor of the permit, contingent upon the successful rezoning of the property and adherence to specific conditions, including compliance with the application package and obtaining necessary permits from the Army Corps of Engineers.
