Garland City Council appoints new Mayor Pro Tem and Youth Council members

The Garland City Council convened on July 8, 2025, to address several key agenda items, including appointments to various positions and the approval of a youth council.

The meeting began with a discussion on a motion to approve an item related to a special use permit (SUP). Council Member Beard, representing the district in question, moved to approve the item as presented. An amendment was proposed by Councilwoman Luck to remove the timeline associated with the SUP. Next, the council moved to the appointment of a new Mayor Pro Tem. Mayor Pro Tem Moore nominated Deputy Mayor Pro Tem Luck for the position, which was seconded by Council Member Dutton. The nomination passed unanimously, confirming Luck as the new Mayor Pro Tem.

Following this, the council considered the appointment of a Deputy Mayor Pro Tem. Council Member Moore nominated Chris Ott for the role, with a second from Council Member Bass. This nomination also passed unanimously.

The council then addressed the appointment to the Texas Municipal Power Agency (TMPA). Council Member Moore initially proposed Stephen Flores for the position, but the motion failed with a tie vote. Subsequently, Council Member Bass nominated Tom Jeffries, which passed with a vote of 5 to 3.

The meeting continued with the appointments to the Garland Youth Council. Each council member presented their nominees, and a motion to approve all appointments was made by Council Member Dutton and seconded by Council Member Bass. This motion passed unanimously, welcoming new members to the youth council.

In the latter part of the meeting, Mayor Pro Tem Luck made additional appointments to the Cultural Arts Commission and TIFF number 1, both of which passed unanimously.
