Kendall County appraisal district presents budget plan and expansion to Boerne City Council

Despite this increase, the city's cost per dollar levied has decreased by 37.19%, indicating a substantial return on investment for residents.

Woolard also addressed recent legislative changes impacting property assessments, notably the introduction of a "circuit breaker" that limits non-homestead property value increases to 20% for 2025 and 2026. Additionally, a proposed increase in the business personal property exemption from $2,500 to $125,000 will require voter approval in November, with implementation set for January 1, 2026.

Nida McNeil, the chief appraiser, presented the appraisal district's budget, which reflects a 7.8% increase from the previous year. This budget includes funding for a construction project to expand their current facility by 2,500 square feet to accommodate growing staff needs. The expansion will add six new offices and a conference room, addressing the challenges posed by the increasing volume of appraisals and protests.

McNeil emphasized the importance of staffing, noting the need for additional appraisers to manage the city's growth effectively. The appraisal district currently employs a mix of commercial, agricultural, and residential appraisers, and plans to add at least one more residential appraiser by 2026.
