Council approves $15.7M grant for Moore's Addition drainage improvements

Dickinson City Council has taken a significant step towards improving local drainage systems by approving a $15.7 million interlocal agreement with the General Land Office (GLO) during their recent meeting on July 8, 2025. This funding, which requires no matching contribution from the city, is aimed at addressing longstanding drainage issues in Moore's Addition and surrounding areas.

Catherine Meares from Hewitt Zollars explained that the grant, which had been on hold due to audits, is now available for use. The project will focus on creating a retention pond and potentially other drainage solutions to enhance water flow and mitigate flooding risks. The exact design and implementation details will be determined through further analysis, ensuring that the project effectively utilizes the allocated funds.

The council discussed the importance of selecting appropriate land for the retention pond, with available undeveloped areas near Vincent's Gully being identified as prime locations. The project aims to improve drainage from Twentieth Street to Deeds, facilitating better water management and street conditions in the area.

While the current plan does not include desilting efforts at the confluence of Benson and Dickinson Bayou, the council expressed a commitment to exploring all options to enhance drainage holistically. The project is expected to not only alleviate flooding but also improve access and infrastructure in the affected neighborhoods.
